BGN stays close to the euro while PLN floats against it, so almost all of the movement in this rate comes from PLN.
The Bulgarian lev is fixed to the euro at 1.95583, a rate that has held since the lev was redenominated, so euro conversions barely move.
The Polish złoty floats freely, and Poland is outside the euro area, so this rate moves with Polish monetary policy rather than tracking the euro.
Either way these are a reference point rather than the price you will be charged: cards and bureaux add their own margin on top.
